Zimbabwe


Zimbabwe



President Mugabe commenced an additional term of office today but with no constitutional realization of protection or rights recognition for all citizens. Unless he can appoint a new Prime Minister (equivalent) and or sway a different posture for his country's vision .. .then Zimbabwwe will have bettered communism .. by non-personing instantly all of the opposition as a penalty for voting against him. Rarely seen or encouraged in a modern democracy -- broad patronage - raw machine driven political patronage - appears to have become the sole qualifier for ministerial benefits of government.

Perhaps before he becomes an African Ceacescu with an urban cookie cutter cleansing for Harare .. Mr. Mugabe can consider the lives involved; the life of urban areas of diversity; and the life of Zimbabwe.

He need not be reminded of his constitutional duty under international law of duty owed to all Zimbabweans seeking the protection of law.

The evictions under pretext of preventing crime .. should be stayed ...and Zimbabwe's urban migration recognized as modernity. Sustainng a humane human urban corridor can also enhance any economy relieving foreign investment. May one recommend the crime deterring paycheck? And construction and building trades?

Zmbabweans were all promised better -- and promised a future without fear ..a future where they may tempororily divide politically -- but would all unite as Zimbabweans.

President Mugabe should axe his chief ministers; and recommence full societal enrollment.

Bolivia & Ecuador

These Andean nations have been rocked by a chorus of demonstrations for
months. The contrast in resolutions could not have been more dramatic.
The Ecuadoran President impeached and removed by Congress after what was
perceived as an overreachng Supreme Court packing .. fled instead to
Brasil - seeking asylum. President Gutierriez has hence forfeited his
office.

In Bolivia President Mesa... in a moving address assumed all
resonsibility for the failures and discontent caused by his
administration of government -- and offered his resignation Monday. A
lesser politican --an art historian who became President .. his
socialist politics were controversial as socialsim in Latin America is.
His golden egg taxation of oil & gas developers was seen as premature
... and evidently no patrimonial compromise in 'royalties' revenues
dedicated and combined with energy cost offsets or social programs in
aid to the indigenous 'Techua' Indian minority has been reached.
The latter is certainly Boliia's future - which cannot split east to
west calling highlanders to some urban anonymity for relief.

In Bolivia President Mesa called for new elections -- the constitution
would confirm the Senate President - an eastern province conservative.
Maybe the Senate could caucus and produce a compromise Senate President
to succeed Mr. Mesa .. with a restoration of the former Senate President
to his Senate post.
