Pakistan Emergency
Emergency Powers; Constitution's Election Law; the text of the
emergency proclamation.
It should be noted that the Constitution's bar against double office
holding complements General Mushariff's case and argument; unless
prevailing election laws barred active military from candidacies. (eg
one must take one ffice or the other in candidacies --even where now
holding seeking more than office at a time, resigning at the oath
taking of the selected office ... hence in reasoning etc....)
The Emergency Proclamation is grounded only in public safety -- not
public censorship --- this would apply today to Ms. Bhutto's 7 day new
home detention to stop a march to Islamabad announced this afternoon
(USA-EDT)
It is inconceivable that Bhutto's opposition cannot comprehend the
danger to assembled, sotis, un-protectable publics in some cases after
the recent suicide bombing. Further the two weeks deadline of the
Commonwealth Nations also announced today is unrealistic and rather moot
with a January 9 announced & planned parliamentary (Majlis) election
creating an opportunity for a resolution by election.
Elections can be held in limited circumstances to conserve public life.
Bhutto's opposition, if bona fide can and should find common ground on
this issue. There appears little obstacle to Bhutto campaigning from
home (ie a front/back porch campaign) - her personal safety and
periodic inflammation contained -- politics can be debated and lives
saved. Others of her party can campaign more mobiley.
It's scarcely two weeks since a suicide bomber marred ths latest
democracy salient.
Pakistan's General Staff -- save for genuine ecoomy is urged to
accomodate a normalization of other audio-visual news sources beyond
government television news.

Pakistani crisis.
